I bought one of these to work as a capture device with TZT. It works for this fairly well, but will not operate with any of the USB 2.0 PCMCIA cards that I bought, so I have to run it through the USB 1.1 built into the laptop. This causes a reduction in video quality, but the device is very low latency (good for live cameras), but will skip frames if the PC doesn't have many free clock cycles to give the capture driver.

Belkin USB Video Bus II

This great little device works well under all flavours of windows (including XP) and will give frame rates of up too 30fps @ PAL VCD res (352 x 288). It normally comes with some flavour of free/lite version NLE software but can work just as easily with your fav video progs like premiere or v-dub.
